THANK YOU FOR SUBSCRIBING
Angela Hendrix, Founder & PresidentIt started at Hendrix’s dining table with the mission to offer educational training and consulting services to SBA 8(a) program participants and historically underutilized businesses to help them succeed in the contracting world. Hendrix leveraged her profound subject matter knowledge and curated a collection of materials, manuals, lectures, and seminars on critical topics linked to compliance with federal and state regulations to advise, assist, and train smaller companies with limited resources.

The efficacy of those training seminars resulted in Onsi’s clients requesting audits, consultancy, and trust and administration services related to the management of Fringe Benefit/Health and Welfare (H&W) funds, in accordance with the prevailing wage requirements of the Service Contract Act (SCA) and Davis-Bacon Act (DBA). Due to its initial success and support from a resourceful team of experts, Onsi expanded and now provides compliance auditing, consulting, as well as benefits and welfare trust administration services to both government contractors and commercial entities.
Over her eventful career as an in-house counsel for government contractors, Hendrix observed firsthand how businesses and entrepreneurs struggled to comply with government regulations pertaining to prevailing wage fringe benefits, and H&W requirements. This put them in a position of having to spend substantial capital, time, and effort to address potential legal issues relating to compliance. The lack of knowledge and understanding, which substantially limited their capacity to comply with contractual and compliance regulations, and a lack of appropriate solutions to address this challenge, served as the impetus for The Onsi Group.
Onsi’s presence makes all the more sense at a time when, despite numerous attempts to slow down their growth, federal regulations have increased by an astonishing 850 percent over the past 60 years. Regulations are wide-ranging and intricate, making compliance an intimidating task for Small Minority Businesses (SMBs) with limited monetary and human resources. Recognizing this, Hendrix decided to utilize her expertise to provide “peace of mind” to these companies by providing much-needed help in assuring they meet their contracting and compliance requirements.
“Whether it is prevailing wage and fringe benefits or Service Contract Act (SCA) and Davis-Bacon Act (DBA) federal pursuits, Onsi Group ensures your company is both competitive and compliant,” says Hendrix.
Comprehensive and Result-oriented Services
Onsi offers an array of customized prevailing wage and labor compliance training courses–both in-person and virtually– every year across the United States. Highly sought after by executives, project managers, human resources professionals, and finance and payroll teams among others, these courses provide a practitioner’s approach to understanding prevailing wage labor laws and their application to service and construction contracts. They encompass everything, from fundamental government contracting terminology, to the more advanced day-to-day application of prevailing wage labor laws, types of bona fide fringe benefits, and compliance tracking options.
“The level of education we provide is what makes us unique,” says Hendrix. “The more we can inform you on the law’s provisions, its requirements, and how to satisfy those provisions, the more we can give you peace of mind.”
Complementing its educational training are Onsi’s consulting services on a wide range of contracting matters for both government and commercial contractors. Its team functions as the in-house prevailing wage experts for clients, providing tailored strategic planning, advisory services, and contract support.
The Onsi Group also specializes in mitigating the risks associated with compliance infringements through fringe benefit tracking and compliance auditing. Its team of subject matter experts specializes in navigating the intricacies of federal contracting and ensures that its clients are in line with all SCA, DBA, DBRA, and FLSA rules. They provide comprehensive compliance auditing services, including mock Department of Labor (DOL) investigations, and, most importantly, peace of mind. Following the completion of an audit, Onsi delivers a detailed compliance status analysis along with recommendations for the correction or optimization of company practices which may be contrary to regulations,or which could be conducted in a more practical manner.
Onsi’s familiarity with the intricacies of the DOL investigation process and their enforcement procedures, along with proven negotiation strategies, has enabled it to assist numerous contractors negotiate reduced liability settlements, and in some cases, completely eliminate liability. It helps clients emerge from a DOL investigation with increased confidence, experience, and above all, with limited financial impact. In one instance, Onsi accepted the challenge when one of its clients was being investigated for prevailing wage compliance by the DOL. Working in tandem with its client’s team, Onsi identified the miscalculations in the back wage claims, sparing the company an astonishing $450,000 in penalties.![]()
